Meet our Leadership Team
CannXperts was founded in 2018 by Andy Shelley, a former OLCC State Marijuana Inspector. Andy was one of the first inspectors hired after Oregon Ballot Measure 91 passed – legalizing recreational marijuana in the state of Oregon in 2015. Prior to working for the OLCC, he spent much of his career as a law enforcement officer and crime scene investigator in the Portland metro area. Andy is a Veteran of the United States Coast Guard. Andy has personally inspected and secured licenses for hundreds of cannabis farms, processors, retailers and wholesalers.
Tom is an Oregon attorney with 13 years of experience advising Pacific Northwest businesses on a wide range of matters, including corporate governance, mergers and acquisitions, intellectual property protection, and regulatory compliance. Tom has leveraged that experience and worked closely with Oregon Liquor and Cannabis Control regulators to help ensure licensees plan ahead and stay on top of compliance requirements. Tom joined CannXperts in 2023 as the company geared up to take its comprehensive compliance support services nationwide.
Samantha “Sam” co-founded CannXperts in 2018. She transitioned to CannXperts full-time in 2019 after a two-decade tenure in the highly regulated health insurance industry, where her focus was on Project Management and Customer Service. Sam created the “Licensing Strategist / Project Manager” role at CannXperts, which provides CX clients with a single point of contact to complete licensing projects, M&A, ownership changes, alterations, and all notifications required by state regulators. Sam currently oversees all sales and financial operations of the company.
With extensive experience serving on public and private business boards, Marvin has honed his skills as a valuable business partner and board member. During his decade of service on the Oregon Liquor and Cannabis Commission, as a Commissioner and a term as Chair, he collaborated with a dedicated team to ensure effective regulation of liquor, wine, cannabis, and bottle recycling in Oregon, providing valuable insights into these industries' responsible management. As a member of CannXperts team, Marvin strives to revolutionize the conversation surrounding the cannabis industry.
